    Construction and Development Experience

    Panterra Homes (or entities previously organized) have experience in the development and construction of subdivisions, manufactured home communities, custom homes and other structures, in Bend and Portland.  The inception of those projects began with identifying a market need, site procurement, design, entitlement, site construction, marketing and management (in the instances of income properties).  The roots of our vast experience can be traced to 1980, starting with home remodeling, small subdivisions and condominium development.

    Panterra Homes is active in additions, remodels and speculative home construction ($650,000 range).

    Kitchens, bathrooms, decks and aging in place alterations are our pleasure.

    Construction Services - Your Best Value:  Most construction tasks sought without the benefit of detailed plans and specifications raise the specter of unknown and unexpected conditions thus "bids" will typically include an additional risk premium to allow for those conditions. The tasks set forth below are charged on a "time and materials" basis but a maximum price "not to exceed" for time charges may be negotiable. Ma-terial charges will be based upon cost plus 15% though "time" is not usually charged for their acquisition. A mileage charge may be imputed for job locations 15 miles or further from Bend, Oregon.

    Design Services and Permits:  While we are capable of producing "field" take off's and concept drawings for discussion pur-poses, we recommend engaging a known design or architectural firm.  Most construction projects require permits; permits usually involve some form of professional review.  We will act as your agent through the permit process.

    Codes and Our Philosophy:  We believe in building codes.  They not only help create the better project they protect structures and life. Jeff Payne was a board member of the Oregon Building Codes commission from 1996 through 2008 and is an advocate of building codes.

    Property Opinions & Consulting:  On an hourly consulting basis plus expenses (one hour minimum; expenses + 15%), we can make site condition opinion reports that include observations of structures, mechanical systems, landscaping, neighborhood and potential compliance risks, however such findings and opinions are not based upon or to be deemed as a professional, structural, legal or environmental assessment but they will be based upon 33 years of real estate experience.

    Task completion/Construction Management:  We can finish incomplete projects or complete them to a desired point which may preserve them for further improvement or mitigate safety risks for the curious who may happen upon the site.

    Marketing Corrections:  We can modify or complete those glaring mistakes which may be hindering the marketing of a property, such as awkwardly painted walls, graffiti cover-up, drywall repairs, tile replacement, debris disposal, carpet cleaning, whole house cleaning, door replacement, wall repair, etc.

    Required Seller's Work:  On a time and materials or cost plus basis, we can modify or correct those items contractually mandated for the Seller to complete by closing.  This can include the installation of appliances, blinds, fences, decks, etc.

    Close ups:  We are prepared on short notice to secure properties that may require lock changing, door and window boarding over, attach roof tarps, provide temporary heat, eradications, etc.

    Winterizing:  We are available on a time and materials basis, to winterize plumbing systems in situations where heat may be lost.  Such work can include filling traps with non-toxic antifreeze, disconnecting homes from water meters and blowing out plumbing supply lines.

    Signage:  We are prepared to post "for sale", "no trespassing" and other signs. This service is offer on a time and materials basis.

    Renovations/Restorations:  Our services can include restoring damaged areas and surfaces up to the point of acceptable or higher standards. This includes drywall, doors, fixtures, appliances, concrete, roofs, gutters, yards, etc.

    Remodeling and Additions:  We have track record of completing additions and remodels on time and within budget. Our job sites are clean and well organized. Our goal is to make this typically stressful and inconvenient process as simple as possible.

    We can offer firm bids if we have detailed plans but often, because of the unknowns in remodeling which can affect cost, we can help you form budgets based upon our experience then work on a time and materials basis thereby avoiding the need to "pad" the bid to cover the unexpected on our side of the job. We can also make value-engineering suggestions such as alternatives to save money.

    In addition to respecting your budget, we take great effort to re-use salvageable materials and strive to recycle what is not re-usable on this job.

    Custom homes:  It would be our pleasure to general your custom home. Please look at our picture portfolio. We can develop budgets then solicit third party bids from known quality subcontractors on your behalf to evaluate and compare pricing.

    OUR STORY

    Our experience dates back to 1975 when Panterra Homes and Fieldstone principal, Jeff Payne, who ad-miring friends in the development and home construction business, obtained his real estate license and promptly commenced working for his new clients in subdivision land acquisition. Just prior to the 1981 downturn, we acquired our first subdivision property which involved remodeling a home, selling parcels and constructing duplexes. As equity eroded inversely to the increase of interest rates, solutions were conceived to divest of then newly created condominiums. That solution included accepting boats, auto-mobiles and 2nd mortgages for partial payment of the sale price. 17% take out (purchase) mortgages were common to our buyers.

    Jeff Payne (Panterra Homes) is active in home remodeling and custom spec home building and has rebuilt many home additions and has overseen the design and upgrade of nearly 300 motel rooms.
